Question VOC Moon in Horary

I am sure this has been asked before, but I haven't been able to find the answer. In Horary, if the Moon is VOC, does that mean it doesn't aspect to ANY planet before changing signs or just does not aspect to the traditional planets?

I consider the Moon to be VOC when it doesn't make any applying aspect at all,but,well,I'm not the exacly what you would call an expert,so it's just my humble opinion .

VOC is any Planet that is separating from a Planet and does not apply to another Planet. This happens most with the Moon but it does happen with other Planets as well.

I guess I better give an example....

Right now let's say the Moon is at 23 degrees Virgo... The Moon does not aspect the Sun, Mars, or Saturn, and will not before changing signs. The Moon aspect to Merc, Jupiter, And Venus have already passed.... so there are no planets in the Horary to aspect to before changing signs.... Although, the Moon will perfect a square to Pluto 28 degree Sag before changing signs...

So, traditionally, the Moon is not VOC, but would it be considered VOC in the Horary chart?

Traditionally, that would be VOC. Traditionally, only the traditional planets are used (Mercury, Venus, Sun, Mars, Jupiter, Saturn) if there is no APPLYING aspect of the Moon to these Planets, the Moon is VOC (becuase it has no direction in which to go or apply itself).

If the moon is void of course, and then forms a parallel, I would use the parallel to confirm an answer.

So the whole thing is whether modern planets count in considering the Moon VOC ?
If you use them in your horary readings, then sure. It's all about meaning, as always in astrology. What interpretation do you attach them in horary charts? Are they equal to traditional planets or are they different? Do they make main significators, ruling signs and houses?
Whenever there is no rule, no consensus among authors or practicians, feel free to make up your own rules, to decide meanings for yourself.
