Moon's gravitational influence is not affected by anything besides its perigee and zenith, not its phase. The author seems to confuse the combined gravitational influence of the Sun and Moon at new moon and full moon over the tides, where their total influence is the same over the day, but stronger at certain parts - when they near the zenith. The planting seems to be based on lunar phase effects rather than gravitational effects - the first phase is airy, the second is fiery, the third is earthy, and the last is watery, I presume these are from traditional astrology.
