Scorpio Asc, both malefics without dignity setting within few degrees and opposing Asc, Fortune and Daimon, the Master of the Nativity cadent with a cutting, licentious and thievish image is a start.

Leo, Capricorn, Pisces, Aries and Taurus are passionate, Virgo, Sagittarius Capricorn and Taurus are incomplete and cut-off. Scorpio and Capricorn are thievish. Capricorn is disgusting and outrageous. Scorpio and Leo are fierce. These are all according to Hellenistic astrologers.

Whenever the relevant significators are there, the nature of the images contribute in their own way.

Yes, sir Petosiris!!! This is why I'm using sidereal.

Well perhaps his ascendant lord mars over 7th house conjunct to his saturn and jupiter by sign (?) + pleasure venus capricorn (7th house lord) trine jupiter = love (venus) to hurt (mars) other people (7th house) in the worst (saturn) way?

Feedback needed sir as he had good side too. Is that earth sign signifying that very realistic orientated person, then making a good earn?

Most of his planet is in the angular house, sir. That would be action oriented, perhaps few of his succedent house are pragmatic.

The triplicity rulers of the sect light are moderately placed, and the Lights are succedent. Hellenistic astrologers generally did not use the elements, Capricorn was noted as amphibious, combining earth and water. Mercury is prominent, and he generally contributes to action. Only because the soul is afflicted, does he indicate secret murders of youth (Mercury) with the IV (death).

Very interesting, sir. So the bottom line of his problems is because the affliction of his mercury and/or his soul from the mars and/or chart ruler (?) But as the secret, we can't see any object in the 12th house and is death could be in the 4th house, too?

His mercury is extremely afflicticted though.

Venus is the term ruler of the Sun, Moon and syzygy. It is the Master of the Nativity, and partially responsible for the mind. Of course, Scorpio and Mars contribute as well, but in my experience the term ruler(s) of the Predominator and syzygy are predominant influences.

According to those authors with which I agree with, the IV indicates secret matters and death, as far as I can see Aquarius being ruled by Saturn fits perfectly the signification of violent death by prison (Saturn) and other humans (human image). Saturn always makes deceptive and concealing people, especially for the lurking Scorpion ''Scorpio is the house of Mars, feminine, solid, rainy, fecund, destructive, downward-trending, mute, servile, unchangeable, the cause of stenches, a destroyer of property, ecliptic, having many feet. Men born under this sign are tricky, base, thieves, murderers, traitors, incorrigible, destroyers of property, connivers, burglars, perjurers, covetous of others’ property, accomplices in murder, poisonings, and other crimes, haters of their own family…'' - https://www.csus.edu/indiv/r/rileymt/Vettius Valens entire.pdf

Isn't it IV house about "parents"? But if the mars is in the (for example) 2nd house it would be different, then? So he focusing in his possessions, but still "cruel" to his partner, etc with the mercury square saturn?

Omg I forgot that IV ruled by saturn

IV signifies secret matters and outcomes, including death because it is the anti-culminating sign. It signifies parents as well, because it is the foundation of the nativity. Another way to look at it is through derivative houses, the Ascendant is the X relative to the IC, and the MC was originally associated with children. One different star placement always makes a different chart.

His good career is probably because the sun-moon conjunction in fortunate degree (?) Making good aspect along the way. But it's noted that he started a "killer instinct" when he was divorce. It is very necessary to build his "evil" characters that way.

Peto: what is the significant factor with rahu high up in the sky? It means he completely ignored his public view of him and then very reckless about his "passion"???

on Thema Mundi thread many moons ago tsmall observed
If you look at the Thema Mundi chart
take the 4th house. Libra, ruled by Venus
(one of the traditional significations of the mother)
the exaltation of Saturn.
If we play with the ideas a bit, Libra is the natural 4th house.
Saturn (the father) has a natural affinity with the 4th
(well, that makes a ton of sense, now doesn't it?)
and is exalted by Venus in the house that signifies "home/roots."
This also gives us Saturn's affiliation with death
as the 4th represents death among other things.

Two of the triplicity rulers of the sect light are cadent by wholesigns
that's less than moderate

Hellenistic astrologers generally did not use the elements, Capricorn was noted as amphibious, combining earth and water.
Mercury is prominent, and he generally contributes to action.
Only because the soul is afflicted, does he indicate secret murders of youth (Mercury) with the IV (death).
This star’s effects go in many directions, depending on the changes of the zodia
and the interactions of the stars, and yields quite varied results
As for the end result
Mercury will make everything capricious in outcome and quite disturbed
Even more, it causes those having this star in malefic signs or degrees
to become even worse.

Excuse me, off topic but maybe informative

Since when and why people around the world tracking or put a matter on birth certificate? I ask this because my country did not put in birth time on birth certificate. On the other hand, country such as USA, UK, France, etc put the birth time on birth certificate. Is this had any correlation to astrology?

Each country has their own practice

Very common in India to have good records kept by family members
of time of birth but these are unofficial
because

consulting vedic astrologer very common in India
As for other countries, it varies

for example
from the data that is available, UNICEF estimates that
more than a quarter of children under age of five worldwide are unregistered.
The lowest levels of birth registration are found in sub-Saharan Africa (43%).
This phenomenon disproportionately impacts poor households
and indigenous populations.
Even in many developed countries, it contributes to difficulties
in fully accessing civic rights
There are many reasons why births go unregistered
including social and cultural beliefs and attitudes
alternative documents and naming ceremonies
remote areas, poor infrastructure; economic barriers
lack of office staff, equipment and training
legal and political restrictions
fear of discrimination and persecution
war, conflict and unrest
or simply the fact that there is no system in place

another example
Scotland notes times of birth on birth certificates
but
for rest of UK it is typical that the birth will be recorded on a different day to the date of birth.
Under UK law, the birth must be recorded within 42 days of the date of birth.
The date of the actual registration is recorded on the child's birth certificate
and there is no time of birth noted on a UK birth certificate

USA has variables dependent on individual states

Yes, that's very informative but what is the reason to put in birth time? Is that correlate to government and/or society who "politically explicit" believe in astrology? Or are there anything else?

Because there are not anything benefit from putting birth time in the birth certificate itself if we just using birth certificate as "formalities" on government documents.
