Millions have been born with Taurus Sun in 11th house BUT not all of those people would have Venus located in either the same sign or the same house as the Sun. Venus is an important consideration because Taurus is the natural home aka traditional 'domicile' of Venus

For those reasons, in this case Venus has an influence on 11th house

And additional important factor is that Venus is never more than 48 degrees distant from the Sun and therefore is usually either in the Same sign as the Sun or the preceding or following sign from the Sun - dependent on the degree location of the Taurus Sun

i.e. if the Sun were in late degree of Taurus then Venus could be in Cancer. Cancer being the natural home aka traditional domicile of the Moon would bring the moon into the mix.

Alternatively, if the Sun were in early degree of Taurus then Venus could be in Pisces. Pisces being the natural home aka traditional domicile of Jupiter highlights Jupiter's natal house and sign location as well

So for accurate delineation, it's important to not generalise
