Horary Moon conjunct Asc

What does it mean when the Horary Moon is in 1st house conjunct the Asc? I read that: "The Moon in an angle gives the querent strength in making changes through accidental power. Changes are made confidently and out in the open. The Moon’s changes are the most drastic when conjunct, square, or opposition the ascendant."

Does this mean even if the answer doesn't seem positive, the Moon provides strength?

dear, it is not so simple things. You should look at the whole map, the main planets and the question you asked. What kind of question is it and what it really matters.

The Moon might be angular, but it plays a role in what phase it is, how much power it has, whether it has fundamental powers, whether it has light, what aspect it goes to do in the map, and which planet it approaches, etc etc
