If you're already living overseas Saturn conjoining natal Mars won't magically cause it to go bad. If you're contemplating it, depending on orb you might be doing so due to Saturn-Mars. Grant Lewi's Astrology for the Millions is the best guide to transit effects, but Lewi's take on Saturn hard-angle Mars is kind of negative I think because he saw it work out badly so often for the authoritarion leaders he was studying during and before WWII. He basically says that ventures begun or significantly modified during these transits will work out badly if you push your luck too far, which this kind of leader apparently tends to do.
If this is something you're planning and it's a risky venture, you might be underestimating the risk or overestimating your ability to adapt to it during this transit. If you haven't sufficiently prepared for the move in a way that minimizes disruption and financial strain this transit is an indication that you have work to do. Saturn-Mars will constrain you in that you'll feel inhibited from taking steps that are socially inappropriate or that will cause embarrassment, but it's not bad per se for moving or living overseas.
