Departing Orbs, Outer Planets

When I studied astrology, the orb of influence of a departing transit was 3 degrees. Now I see everything from "when it leaves exact aspect, it's over," to "1.5 degrees.

Now if you look at Princess Diana's chart, when she had her car accident her Pluto/Mars transit was over 1.5 degrees.
Explanations for this? Thoughts?
