Mars applying to a conjunction with Venus?

hey Guys....

just wondering about Venus and Mars conjunction at the moment.... Usually Venus is the one applying to Mars, but the way it is right now, Mars seems to be the applying planet as Venus has slowed down and is stationary (I think).... so do we read this as an applying conjunction? In my chart Venus is at 12 Sco 47 and Mars at 12 Sco 31....

Mars can never make an applying aspect to Moon, Mercury, Venus or Sun unless Mars is Retrograde.

Venus is currently in an applying conjunction to Mars by Mutual Application, because Venus is Retrograde.

Planetary Order

Saturn
Jupiter
Mars
Sun
Venus
Mercury
Moon

A Planet can only make applying aspects to those Planets that are above it in the Planetary Order list, unless the Planet is Retrograde.

That means all of Saturn's applying aspects will only occur when Saturn is Retrograde, since Saturn cannot make any applying aspects while moving Direct.
