The problem is that over the centuries, the office of President has grown too powerful, mostly because of the authority of "Executive Orders" .

In theory, the Legislature can override them, but in practice, that hardly ever occurs.

A new idea, that came in under the previous administration, is that a President can't be prosecuted for anything that would interfere with his current term in office.

So, the only solid, ongoing reason that our President, whoever it is, isn't a dictator, is that every 4 years, the voters decide on another term or not for that President.

"Dictators" in the real sense, are in office "for life", and can't be voted out.

Another major difference between a powerful President and a real dictator, is that a dictator will use the national Military (as opposed to the National Guard in the U.S., which is controlled by each State) against its own people, and a President won't.

Biden signed an EO to mandate universal mask wearing in federal properties, interstate travel and mass transportation to curb the spread of COVID-19, and now he's accused of being "totalitarian" on wanting people to stay safe and not get sick.

Where are the studies that show masks work? Or lockdowns?
