I think that in this case, if you have some background in horary and tried to read the chart but for some reason it didn't work out, then you might consult another astrologer over the same chart.
As a general rule it is always easier to delineate charts that are addressed to you because you would never consider a question as a horary one, until you have understood it. Some say that the astrologer is represented in the 7th house, therefore you will be present in every chart of a question directed to you. Some others say that this is just a form of egotism, to believe that every astrological chart represents the astrologer.
I think that we ought to remember that a question always involves two persons. You cannot ask a question to a wall, it'll never answer it. In order to consider it a question, one needs a partner. In the case of a horary question, you need a horary astrologer, a karmic astrologer won't help you. So, in order to produce a valid horary question you will need a horary astrologer. I would hazard myself to say that the same chart will tell a different story according to the person the question is addressed to. A very good and talented horary astrologer will receive different horary questions than a beginner.
But remember this is a two way relationship. In order to produce a good question, the querent is also to be considered. A stupid person will ask stupid questions. The horary chart will show it in some way.
So, it is not just a mechanical interaction, but also a rather subtle one. You can go also into philosophical and spiritual aspects and meanings. The chart will tell you what you need to be told. If you are sincere and well-intended, so will be the horary chart and eventually your answer.
