Thoughts on cusps?

Ive seen some people against them but I'm curious on other opinions.
Does the # of degrees within/outside the sign determine how weak or strong you carry that signs traits?

Cusps are the beginning of the houses. (or sign).

This is very individualized. Planets near a cusp can be weak or strong influence.

The sign that rules the cusp is very important...and the planet that rules that sign is also very important. Each case is different.
