Since Venus and Saturn represent very different sides of life, this is seldom going to be easy to live with. The good aspects give the benefits of loyalty and faithfulness, while the bad ones may lead to happiness losing out to duty or ambition. Obviously the conjunction can be one thing or the other, or both. A lot will depend on the sign. In Libra, it would be quite good, since that's the domicile of Venus and the exaltation of Saturn.
Depends upon a lot of factors:
What sign, and is it applying or separating?
What house is the conjunction in?
How is it aspected by others planets and points?
When all is good, then it can be a steadying, supportive foundation for one's relationships.
When not so good, it can mean delays and frustrations and feelings of being blocked from receiving love.
Usually it is somewhere in the middle.

If you post a chart illustrating the aspect then your question may be answered to some extent
i.e.
Venus and Saturn must be in Aries, Taurus, Gemini, Cancer, Leo, Virgo, Libra, Scorpio, Sagittarius, Capricorn, Aquarius or Pisces
