3rd CSL - Me, 9th CSL - Ve, 12th CSL - Ma

Me is also untenanted CSL, and therefore a strong significator, for 11th bhava; negating bhava for foreign settlement.

Ketu is in 2. Ketu represents: Ju, Ve, Ma.

Ju - [lord of 5,8 in 7] is in his own star and in sub of Ve [lord of 3,10 in 1]
Ve - [lord of 3,10 in 1] is in star of Su [lord of 1 in 12] and sub of Ra [in 8]
Ma - [lord of 4,9 in 5] is in star of Ve [lord of 3,10 in 1] and sub of Ra [in 8]

Ra is in 8. Rahu represents: Ke, Ma
Ra is also untentanted CSL for 2,4,6 and hence is a strong significator for 2; negating the 3rd house.

In the chart, Venus is in 2 house and Raghu in 9 house. But on the right side the position is changed. Am I interpreting the chart wrongly?

In KP methodology we use placidus house division so Venus may be in Virgo Rashi but still is in 1st house. Similarly Rahu maybe in Aries but it's degrees is less than the 9th house cusp and hence it's in 8th bhqva
