It's mostly felt by the Venus person because Pluto is a transpersonal planet. However, if the couple is closely involved and there are more personal contacts in the synastry (like Sun conjunct Venus, Sun trine Moon, etc.), then this aspect can deepen the love that's mutually felt and offer energy for periodic renewal. But I wouldn't depend on this one to carry a relationship by itself.
