Your 3rd house of thinking mind is ruled by the Moon. Moon in the 9th house may prefer to take a bird's eye view of things, and hate focussing on details.
Moon conjunct both Uranus and Neptune may be inclined to "space out". There may be ADHD or an erratic memory. There may be intuitive flashes of knowing or understanding that were not reached via the logical, reasoning mind but came from nowhere. Precognition, perhaps.
Capricorn is a sign of conscientiousness and care, liking routine. But having your Moon here challenged by both these outer planets, you may run away from applying yourself.
