Moon in 9th house ?

I have heard that moon in 9th, it is bad thing in horary is it true?
I am learning horary my interpretation is true or not?
My question:Will my civil law exam be succesfull?
Me venus , 9th house ruler mercury is in pisces, fall
And moon has applying sextile with venus
I think the answer is yes
What do you think?

Scherzy, moon in 9th is not a bad thing in horary. It just is, it indicates something about the question.
In your case, you ask about a 9th house subject, so the moon there validates the the chart. The moon shows what you were thinking about when you asked the question, in this case, you were thinking about a 9th house subject.
The answer does look like a yes, moon applies by sextile to you Venus.
