Heeeey During a new moon both parts are conjunct the ascendant of the chart, and they move along the houses opposite of each other to meet up at the descendant during the full moon.

Yes, that's correct and Phoenix Venus made mention of this in post #5 above.
During the cycle of New Moon to Full Moon the Part of Fortune moves from the Ascendant and progresses in a counter clockwise direction around the chart until the Full Moon and, as to the same geographical location that the New Moon was observed from, the descendant will be where the Part of Fortune and the Part of Soul will meet but they move in the same counter clockwise direction. Yet, the Part of Soul moves through the degrees slower.

For an example lets use the event chart for Philadelphia for the New Moon event of May 18, 2015. At the exact time of that New Moon, at 12:13:14 a.m. to be precise, the Asc. was in the 23rd degree of Capricorn, thus both the Part of Fortune and the Part of Soul were also in Capricorn at the same degree. At the Full Moon that followed on June 2, 2015, at precisely 12:19:00 p.m., the two Arabian Parts were both conjunct at the Descendant in the 7th degree of Pisces. The difference is, is that the Part of Fortune moves faster around the chart at a rate of about 44 degrees more a day and by the end of the first half of the Moons cycle the Part of Fortune will have traveled apprx. 15.15 times around the chart whereas the Part of Soul will have traveled about 13.15 times around the Zodiac. Therefore the Part of Fortune has "lapped" the Part of Soul twice in just the first half of the Moons' cycle.

As the Asc., Sun, and Moon are all forever moving forward, i.e. in a counterclockwise motion. the calculated positions of those two Arabic Parts will also forever be moving 'forward' in the same direction.
