From personal experience, houses can be ruled by their exaltation planets

My ascendant is on Cancer 26º and its ruling planet is the Moon in Libra. But if you ask anyone that knows me, my personality is totally like an Aries. My Jupiter rules by exaltation my ascendant and is much more active in my natal chart. And keep in mind my Moon is in conjuncton with the IC which is a really powerful position, but my Jupiter is much more active in my natal horoscope even though it's in the ninth house in Aries aspecting Pluto, Sun, Mars, Uranus and in a minor grand trine.

The conclusion is that by personal experience, I recommend you guys to consider these two factors when looking at a house's ruler.
