Signficatirs not aspecting/applying, but, moon aspects to both significators?

What does it mean if significators (querent and quesited rulers) don’t aspect/apply, but, the moon is aspecting with both? Such as moon applying to the quesited ruler and separating from the querent ruler? How about vice-versa?
