your question is actually very complicated with passionate opinions on this subject.

I would phrase it a bit differently. the vertex is the energy that past life dynamics use, but the experience of life and the cycles of rebirth are defined by the nodal axis. the nodal axis limits the limitless energy of the vertex so that a soul can manifest it's destiny on the earth plane.

All synastry aspects can produce a feeling of a 'past life connection' - some more than others. The vertex is another 'inner-other' relating point in charts, so if there is strong contact there it can comfort and bring a sense of familiarity similar to what the descendant does.

The Vertex is often viewed as a Secondary Descendant for synastry purposes. While the Descendant conveys to whom we are attracted consciously, the Vertex often signfies an unconscious attraction
