Singleton Planets by Declination

Hi there..

I am in the process of learning about declinations and parallel planets and what not. I find the parallel aspects really fascinating. What I want to know is.. would it be unreasonable to say that if a planet were the only planet that was in the south/north (by declination).. it would be considered a singleton planet by declination? I'm curious to know.
