Upon what is our Natal Chart imprinted?

I was a skeptic for a long time but researching astrology has definitely made me a believer.

A question regarding the mechanics of astrology.

Is our chart part of some sort of spiritual DNA and it's embedded into our soul or some subtle body?

Or is the chart sort of a dial that is set when the universe creates us?

How do the planets manage to influence terrestrial affairs? Only few very universal changes in the ambient at the moment of the conception of a human are able to influence a variety of particulars.
