That's a very complex problem, and it probably has a lot to do with the state you're in, mentally and emotionally. Your birth chart doesn't show your current state of mind, it's just an overview and very general picture of your life overall.
I don't have enough expertise to fully interpret the possible chart factors here, so I hope someone who does will step in. What I can see is that Venus, which rules your seventh house, is in Cancer in the fourth, and so is Chiron, conjunct your IC. Chiron is the wounded healer. Wherever it appears in your chart, it shows the karmic wound that you're manifesting, and also the possible healing.
Some examples of karmic wounds: if, say, you suffer from chronic depression and you had many ancestors who also did, that's a karmic wound. Or, say you're an alcoholic. That's always a case of manifesting family problems. Or there's something in your family or society that's been going mostly unacknowledged-- for instance, homosexuality, mental illness, hidden disabilities--and you are gay, or have a mental illness, or have a hidden disability. That's another way you might manifest Chiron.
The examples I gave are the kinds of things that come up, in particular, with fourth house or Cancer Chiron. That doesn't necessarily mean any of those things are true of you, just that you may be carrying some deep unacknowledged pain--and it's not just your pain. It's also in your family, whether or not anyone talks about it.
Venus in Cancer suggests that you need a partner who is very nurturing. In the fourth house, there are implications of home, and also of deep psyche. The combination of seventh house cusp in Libra and Libra's ruler in Cancer in the fourth suggests that you're drawn to a traditional marriage, which might mean traditional roles, or might simply be about setting up a home together, raising a family, all that.
On a deeper level, your Venus placement might mean you need someone who can nurture you deeply and help you heal that deep, unacknowledged pain. Realistically, if you are carrying something that deep, a spouse or lover can't do it all for you, but the Venus/Libra/seventh house indicators aren't just about marriage, they also include all kinds of partnership. Working with a therapist or other practitioner is a possible example of another kind of partnership, and it would fit here. However, even if you have that in your life, you still need a romantic partner who is nurturing and can connect with you deeply and help you feel secure.
If that doesn't describe the people you've had relationships with, that right there would explain why you feel so lonely and rejected. But there's also another possible reason. If you're carrying deep wounds, you might not be in a state where you can really let someone else in and accept deep love. If that's the case, no matter how nurturing your partner is, you're still going to feel something's missing. So, again, you would need to work on healing yourself in order to have a fulfilling relationship.

I saw something else regarding your job and career after I made the first post. First of all, it's obvious to me why you did well academically: you have the moon and two powerful planets in Sagittarius in the ninth house. Ninth house and Sagittarius are both associated with learning, especially higher education. It's no coincidence that you were drawn to that and did well. Something about the educational environment worked very well for you. But if you're having problems with work, that same something isn't present in the work environment.
What was it about school that worked well for you? If you can figure that out, you can get a sense of the kind of working environment you need. It would have to be something, not necessarily exactly like school, but that includes what school included that made you so successful.
Your sun also trines your moon and ninth house/Sag planets, so again, whatever feeds them also feeds your sun. And your sun's placement tells us something else. It's right on the cusp of Leo and Virgo and right on the cusp between the fifth and sixth houses. When the sun is in the last degree of its sign, it doesn't quite know which sign it is anymore, so it's acting like a little of both but not quite anything. In your case, your sun message--what you need for personal growth--is roughly equal parts Leo and Virgo, and probably changing from time to time.
Virgo needs to develop itself by developing a skill in something. In trine with Sagittarius, there's a strong implication of learning something, particularly learning how to do something through experience. Leo is about ultimate personality development.
