Question about someone's intentions

Someone registers my email address again and again (without adding a credit card) to Netflix. Customer service told me the accounts were created with VPN and with my country's IP address.

Who is this and what's their motivation behind this?

I've had a lot of obsessive people in my life, I've never worked, I don't have colleagues or acquintances, my family is good and small, I think it must be personal, my friend or someone from my past.

Who is this? Why they've been doing this? I'm a bit scared.

I did a new one. I know that's not good, but at least the Moon is good in this one.. I guess. Maybe a second one cannot be used at all. I'm in the process of learning.

Mercury is the culprit and Moon would have been trine Mercury in your 11th house. I'd say its a friend. But nothing malicious.
