It's better, especially for day to day inquiries and you don't need the natal chart to confirm anything. Remember lots of people don't know their exact birth times.

Horary is great to learn, but you will need a good understanding of traditional astrology before you can start. It requires lots of reading and note taking and practice; so good skills in reading comprehension are a must (I have never been the greatest at math, at least I have great reading skills) . I would say it's more scholarly than Tarot.
