Correct time being used?

My first horary request. I hope my chart attached ok.

I’ve been looking at a friends chart trying to learn and we are not
100% certain that birthtime is correct so thought we would see what a horary would say.

Did I ask a question that is too hard to answer or that cannot be answered? New to this

in addition...who asks here?

is that you or your friend?If you asked it then it would be a third party question, so the querent becomes your l11 in case he's your friend (Or else if you have a different relationship).If your friend asked then he/she will take the asc..being Lord1

ok karenstars...I'll try ...although such questions always seem subtle to me

In this chart your friend is L11 retrograde mercury.
Yet i don't know if this covers your initial question.
Actually in questions of this type "true or false" our testimony is being judged from :
1) if the angles of the chart are in fixed signs (in this case yes they are:Scorpio and Taurus fixed)
2) L1=mars in Taurus fixed and angular
3)Moon=Moon's dispositor also fixed and angular.Moon however placed in a cadent house and L3=saturn considered as the information i have is cardinal and located in a cadent house again.nevertheless if i consider the information you took from your friend as his/her turned L3 then is also mars, fixed and angular.
What also puzzles me here is that your friend, considering him/her as a friend of yours (l11) is a debilitated retrograde mercury in jupiter's domicile and venus exaltation, next to neptune

Angularity and fixity both carry a sense of solidity, so what we are doing here is banging the information against the chart to see if it is real

So as you may see such questions are really difficult to judge .Please clarify again what kind of relationship you have with this person...the one who gave you the information in the first place
