It's an impossible birth chart. I suppose in theory, everything could be at 15 degrees of its sign at once--but Venus can't be at 15 Libra if the sun is at 15 Leo. That puts them 60 degrees apart....

So how does he explain Mars ruling the other sign that trines Cancer? Which is also a highly fertile sign (all water signs are).

That isn't relevant to casting a horary chart, if that's what you're trying to do. The horary chart is to be cast for the date, time, and place of asking the question, not the date the cat went...
