That chart was using sidereal. This is a tropical chart. Hope that helps.

I quickly looked at the chart and see a NO. The rising and DC (Descendant) is in the critical degrees (27-29). This could mean that either a decision has already been made or nothing...

I have reflected on this chart and I see that the planets that signify me are mostly mutable and weak (e.g. Moon, Mercury and Venus). Could this mean that my feelings for him were weak?

No, it is too passive at this time. Since Jupiter and Saturn are in the chart's benefit this could take awhile so be patient and let things happen.
