Putin instigated the civil war separatist movement in Ukraine along the Russian border. He armed the separatists and promised them he would intervene and annex Ukraine territory. That's what started the killing in Ukraine. Putin also wanted his puppet in office, making Ukraine a vassal of the Russia, and when he couldn't get that, he decided to declare genocide on the Ukrainian people, like Stalin before him.
It's time to stop making excuses for mass-murderer Vladimir Putin.
