What counts as the horizon when determining planetary sect?

If you use whole sign houses, is the horizon still the ASC axis, of is the horizon the cusps of houses 1 and 7?

In short, yes.

I've never heard any reason why this should change, and the Whole Sign Houses are still derived off of the correct Ascendant, so the horizon isn't what changes, but the other houses do.

So if I understand correctly, in the whole sign system, a planet can be in the seventh house and still be below the horizon.

It would have to be below the Descendant line to be below the horizon, as the Ascendant and Descendant line are a representation of the horizon.

Horizon doesn't change when switching from Placidus to Whole Sign Houses, only 1st and 7th cusps change.
