One of the "strictures" or guidelines of horary is that it isn't a parlour game that one plays for one's amusement. Be warned that when the universe is asked a question like this, it will respond in the spirit that the question was asked..
.
That being said, if one goes ahead and reads this chart, the answer seems fairly clear. Why don't you tell us what YOU think first? :)

The first thing I noticed is the Sun in the 9th house. The house of Divine, the gateway to the Universe.
With Saturn as ruler the one and only authority who doesn’t like us (Mercury: we and Mother Earth in detriment and fall)

The Sun the will, in this case the communication (Lord 3) in a rebellious sign AQ.
And Mercury the natural planet of communication but here in function of Lord 1 (us) and Lord 4 the intercept sign Virgo, a very earthly sign in 4th house ( home, fatherland, motherland, earth).
Sounds like a strong statement of free will, but in the light of Horary it isn’t.
The Sun is in detriment, we have no voice, and Mercury is very poorly in term.
With our Moon in detriment. Meaning that even our thoughts are been controlled.

But apparently there is a big change coming.
Our Moon is in the very last degree of AQ, where our will is in detriment.
The Moon will go in Pisces where Mercury Will be in detriment.
No more US and no more EARTH…lol…we will destroy ourselves.

But Moon is in a strong position it’s on top of the chart in 10th house on the cusp.
We want to take back control!
I don’t think the Moon is void of course, in fact she‘s at the point of doing something drastically, changing signs.
In a United sign Pisces.

What we love?
The Moon exalts Venus, we love Venus!
Venus is Lord 5 and Lord 12.
We love entertainment, sex, and mystery, discovering the unknown.

Notice that all planets are above the horizon, no secret rebellions.
We are under full control of the Universe, as a puppet with strings.

Haha hopeful chart…let’s have a drink before doomsday.

Hi @socrates,

MarinaFFF gave us a detailed (and lovely) explanation of her reasoning, but all you said was that your chart says there is no free will "cause mercury doesn't see saturn". I gave no explanation, either!

So you are using Mercury because it is your chart and Mercury is the ruler of the first house. Why did you use Saturn as the significator of free will? It seems counterintuitive.

Since it is your chart, I'll let you go first.

Can you let us know your reasoning for using Saturn as the significator of free will?

Because saturn rules the 9th of god. The aversion suggests we are clueless of how the divine controls our destiny. Saturn in 10th suggests restriction...to fixed laws and smacks of nothing like free will

I see. Thanks for your response. I have another question for you, though...

For you, what is the connection between free will and god? How does the ninth house being the house of god correlate with free will?
