Importance of signs in aspects?

Frawley states, “Aspects cannot be formed if they are in the wrong sign” regarding horary. He says the nature of aspects are based on sin triplicity, so if they are in the wrong sign, the aspect does not have meaning.

What about in natal?
If I have Mars in 1 Capricorn and Venus in 28 Gemini, would this be considered an opposition? Technically, if what Frawley says also applies to natal, then it would be an opposition only if Venus was in Cancer.

Also, Frawley says that in horary, we are concerned with the next aspect a planet makes. So how do aspects work in natal? In natal, we are looking at a person’s life and not an event, so what does the next aspect mean for a planet?

He also says to disregard orbs in horary, but do orbs play a bigger role in natal? Do we looj at orbs more or the next aspect formed more?

Finally, are there any Frawley style natal books out there that you could recommend?
