We know that Congress were sitting in New York in 1790, but they moved in December to Philadelphia.
We know that they was discussing a new Capitol City, one option was Washington DC, perhaps they were sitting in New York but put alignment in future Capitol?
The alignment in Philadelphia works within one degree, the same as Washington, but date is 29 May 1790, but Congress didn't move to Philadelphia until December 1790.
