Construction of the newest building began on December 4, 1936.[16] The third state capitol was completed June 18, 1938[1] and is the fourth-newest capitol in the United States. The capitol was dedicated on October 1, 1938, with speeches from President Franklin D. Roosevelt, Leslie M. Scott, Robert W. Sawyer, and Oregon Governor Charles Henry Martin.
Dedication was by President Franklin D, Roosevelt 32 Degree Freemason, Egyptian sunrise day marker, with Sirius culminating, 1st October 1938
Completion of building was 18 June 1938, midnight day marker, Alnilam on Nadir.

UPDATE
From the start of the modern Olympics in 1896 i have found that Alnilam and Sirius are aligned to opening date, closing date, date of winning bid or by the olympic torch, which is beyond coincidence.
The last day of the 2024 Paris Olympics is 11th August, and at location Sirius is the heliacal rising Star.

Midnight day marker used with Jupiter and Alnilam on M.C, this is rare, America didn't start using Gregorian Calendar until 1752, so i can't check before that. Alnilam is out of sync by one degree by 1800 at location, it didn't happen again during this period.

It has retreating arcs of 10 degrees for 120 days.
Jupiter is heating and moderately moistening, benefic, masculine and diurnal.

When Pennsylvania ratified U.S. Constitution on 12 December 1787 , interestingly it probably is the work of Benjamin Franklin, he was back from France by then, as shown below:-

He was an astrologer as we know:-

Ben Franklin did one of the closing speeches at the U.S. Constitution Convention where it was debated on 17 September 1787:-
It looks like Benjamin Franklin may have done the astrology for The Paris Peace Treaty 1783, being ancient Greek day marker, previous sunset, with Alnilam on the Nadir as shown below, i find this as interesting as finding the charts of John Dee.
"The preliminary articles signed in Paris on November 30, 1782, were only effective when Britain and France signed a similar treaty, which French Foreign Minister Vergennes quickly negotiated. France signed preliminary articles of peace with Great Britain on January 20, 1783, followed by a formal peace of Paris signed on September 3, 1783."

I don't have a date for when the American Philosophical Society started other than year, but closed within a few years, but revived on 2 January 1769, as quoted below:-
"On January 2, 1769, the society united with the American Society for Promoting Useful Knowledge under the name American Philosophical Society Held at Philadelphia for Promoting Useful Knowledge. Franklin was elected the first president."


My point is to look at Benjamin Franklin's electional astrology, which seems very close to mundane, happening during period.

America didn't adopt Gregorian Calendar in 1752, it was the British as America were colonies during this period.

It was in 1790 that Changed from New York being the Capitol to Philadelphia.

This passed the Senate on 1 July 1790, which has a Longitude alignment which appears at the future location of Washington DC, perhaps they already know it would go through, and had been aligning to to this area, in the months before in 1790, however it will show up in New York and Philadelphia, i'm only showing Washington DC which wasn't yet built:-
