Horary chart interpretation:

The horary chart is easy to delineate. Noticing the Moon void of course in the chart (and in Capricorn, its fall sign) is already a sure sign of a negative answer.

But no, let's do this right, no shortcuts.

The significators:

Hillary is represented by the 7th house ("other persons") -> ruler Jupiter. Her succes in election would obviously be pointed out by the turned 10th house from her house, that is the chart's 4th house, ruler the Sun.

Jupiter and the Sun are APPLYING by sextile and there is even some good unilateral reception. Sounds like a Yes answer. She is set for success. What goes wrong?

See those things in the turned 10th house? They're Saturn (traditionally called the greater malefic) and the South Node of the Moon (traditionally a strong unfortunate element). These are great obstacles in her way back to the White House. Saturn in retrograde motion even appplies by square to the Descendant, her house's cusp. Definitely a strong obstacle. And Saturn is the dispositor of Jupiter, her dispositor, so Saturn has a lot of power over Jupiter, so this strong obstacle in her path relates to something that she does or says wrong. The author of this short article is not familiar with the depths of US politics and therefore couldn't go into more details about it. But notice also Saturn as the Moon's dispositor, which is so-called co-significator.
