a synastry question please?

Actually, it's a couple of questions

I wanted to ask please, if the ruler of the ascendant of one person is conjunct ruler of descendant of the other, is that significant please? If so, in what way?

For instance, in this chart i'm looking at:
Ruler of his Ascendant Scorpio
Ruler of her Descendant Aquarius
Pluto conjunct Uranus exact in synastry.

I can't find anything on this on the net so any help gratefully received, thanks.

Also, l presume if her ascendant ruler is Sun/Leo and his sun/MC is conjunct her ascendant does that mean that she is influential in his outlook on life and career or am l just getting too analytical here? lol

7th house is not useful if you have already been married twice though lol
