Rising Sign Question

When you discover your Rising Sign and its degree, does its degree signify as greatly as your Sun Sign? Let me clarify -- I am Virgo I @ 8 degrees. So Mercury rules my decan. My Scorpio Ascendant is at 23 or 24 degrees -- so does this mean my Rising translates into Scorpio III, which is ruled by the Moon? If not, why not? If so, how so?

Does the same apply to your Moon and the placement of your planets in your chart, as well?

Johnmike, Decanates and Dwads are mainly used as giving more background information about the person. Lets say we have twins and every planets of the one twin is at almost the exact place as the other one. Then you look at the decanates or dwads to find a bit of a difference between their planets. Let's say planet A is in its own decanate (Cancer, Moon), but the planet of his/her twin is in the second decanate (Scorpio,Pluto & Mars rulers), then you could say that twin nr. 1 is more nurturing and twin 2 is more dominant in it's "nurturing qualities", will be more forceful.
You can always look at your decanates to find out a bit more background information. As far as I know you do not say:" ah, this planet is in the decanate of Gemini and is therefore ruled by Mercury". No, what you can say is, that for instance Venus in the 2nd decanate of Libra, will have a bit of the quality of Aquarius in her expression of love. This Venus will probably be more universal in it's affections, not so much on a one to one basis like Libra.
All in all I only use the decanates for finetuning. Hope I helped clear this up for you!

Yes, it does very much. Thank you for explaining it as well as you did.

I do, however, wonder how twins can have two different moons. If they're born minutes apart, then I would think they would the exact SAME moon! The moon stays in a sign for what? -- every 2.33 days?

Still, you did answer the basic thrust of my question and, again, thank you very much. )

Johnmike, some twins are born hours apart from each other. I have even heard about one being born on one day, the other on the next (it was about 6 hours later or so). When it is a cesarian birth, they will pretty much have the Moon in the same sign,(but still one comes always out before the other does) but then we indeed have to start looking at the decanates, or dwads (every 2.5 degrees of a sign) those Moons are in and we will find differences. Sometimes twins have different MC's too, when the degree falls in the last degree of one sign and the beginning of the next.
