As you know, I accept very early and very late ascendants in horary: here, however, with over 29 degrees ascending, even for me this is too late, meaning that I consider the indications of the chart with THIS degree of lateness, unreliable for delineation; so, I would suggest you have your friend re-ask this question again, after a short period of time.
