To my understanding, the planets improve.
From my more extended study, I now believe that the strength of the houses (bhavas) as determined through ashtakavarga analysis exclusively, is the real key to understanding the house (actually house=sign) results, especially of course relative to gochara (transits) but also, I now believe, even in the natal chart indications.
(The ancient Western hellenists-Maximus, Antiochus of Thebes-and later the Harranian Thabit ibn Qurra, used Bright Degrees in a manner similar to how the Vedic astrologers use ashtakavarga, although the ashtakavarga method uses planetary relationships as it basis, not degrees of the ecliptic)
