Mars isnt "the lord" of anything my chart?
Is that possible since Aries doesn't make the house cusp on anything? And what about mercury? is it the ruler of my 2nd house as well as my 11th?

Astrologers who use those house systems call that 'interception', and I believe that they would read either Jupiter or Neptune as ruling both H8 and H9.
Traditionally speaking, under the whole sign house system, Mars rules H4 and H9 in your chart.

With traditional rulerships (where Mars rules Scorpio, not Pluto), it rules the 4th house in Placidus anyway with Scorpio on the cusp.

Sorry for the confusion. Astrology can be a very confusing field, with a vast range of diverse ideas about various aspects of the art.
A traditionalist would not use the outer planets as rulers of any of the signs/houses. They may not use the outer three planets in a reading at all.
By relay, do you mean list?
This is the list I personally would use:
1 Sun
2 Mercury
3 Venus
4 Mars
5 Jupiter
6 Saturn
7 Saturn
8 Jupiter
9 Mars
10 Venus
11 Mercury
12 Moon

The differences for your chart as you've posted it (Placidus) and the list that Moog gave (whole sign, traditional) would be that Mercury would rule both the 2nd and 3rd houses, and Jupiter would rule both the 8th and the 9th. Venus and Mars would rule one house each- the 10th and 4th, respectively.
With modern rulerships, Pluto would rule house 4, Uranus house 7, and Neptune house 8 (and 9, using Placidus).

I would take (actually often do take) an intermediate position, and consider Uranus a co-ruler with Saturn of Aquarius, Pluto co-ruler of Scorpio with Mars, and Neptune co-ruler of Pisces with Jupiter.
I also consider the outers to be compounds of the energetic qualities and influences of the 7 basic (Traditional) planets; for me I look at:
+Uranus as a compound of Mercury and Mars
+Neptune as a compound of Venus, the Moon and Jupiter
+Pluto as a compound of Mars and Saturn, with a potent albeit usually disruptive Sun underpinning.
