If someone's moon is for ex: in Virgo the Sag solar eclipse squares their Virgo moon and so could affect them.
The sign ruler forms part of the mix of planets to focus on - so for Virgo Moon consider (1) any aspects to natal Mercury from any transiting planets as well as (2) any aspects made by transiting Mercury to any natal planets
The Sag solar eclipse relates particularly to planets within orb of the eclipse degree that are in Mutable Signs - ie (1) because it is conjunct Sagittarius (2) opposing Gemini and (3) square to Virgo and/or Pisces

In my case the eclipse is;
Conjunct Neptune Retrograde in Sagittarius
Trine Sun, Venus, Vertex in Aries
Sextile Ascendant and Pluto Retrograde in Libra
Sextile Mars, Jupiter in Aquarius
Mercury Retrograde is;
Conjunct Juno and Ceres in Sagittarius
Square Mercury in Pisces
Opposite Saturn and Vesta in Gemini
Trine Chiron in Aries
Sextile Uranus Retrograde in Libra
Semi-Sextile Moon in Capricorn
