Do I go to Horary to find out if someone has mental issues

In my opinion an analysis of the natal, assisted by a progressed or Solar Return chart (for the current time) would be the best way to look into this issue.
However, there are many factors for consideration and these cannot easily be compressed into the space of a single posting, so I refer you to the works especially on Medical aastrology, for further information...

Interesting question - I don't see why a horary wouldn't help.

I'd suggest that 6th House and 6 ruler covered mental health issues - illness of the mind being something that can often be helped with drugs to balance the chemical imbalance of the brain as part of the body ...

I would say that a horary asking 'Does X have a mental illness of some kind?' would give an answer one way or the other.
Say if the quesited's 6 ruler were badly degraded and/or the South Node were in their 6th House (something I've often found when people were making 'sick' decisions or behaving in a crazy way) ...

You'd be asking the question - so it would be 6th from the 7th.

Of course, as Dr Farr suggests, the natal chart if you could get it would help - particularly the first House and any planets in it, seeing how debilitated (or not) they were. Plus Mercury and the Sun in both the natal and horary.

Lilly includes under his heading Diseases of the Planets, Jupiter rules "Diseases in the Head" and he notes the Sun rules "The Brain" as does Mercury (p246, CA).

treat it as any health related question.. analyze the strength of asce/any planets in 1st, condition of the ascendant's ruler and moon.

if you heard it as a rumor .. try with "is the rumor true?"
