Re: when will he propose?
I used the time and place at which I first saw this question in order to draw up the chart to determine an answer.
I got this question at 1.15pm today in St. Anne's, England, GMT.
I am making the presumption that you are talking about your own partner and that it is you who is to be proposed to.
I didn't look into it in tremendous depth, but you are Saturn and he is the Moon.
First, I notice that he is very inclined to propose to you, because the Moon is in strong dignities of Saturn, being in Saturn's sign and triplicity, and Saturn is in his first house. I am concerned though that there is no mutual reception between the Moon and Saturn, suggesting his inclination is not reciprocated, and Saturn is in it's detriment in Leo, and the Sun, who desposes Saturn, comes between Venus and Mars, natural significator's of love and romance, and combusts them both.
There is the application of an aspect from the Moon to Saturn, suggesting that he will act upon his inclination to propose, but I am concerned that this aspect is an opposition, which separates and divides, so I think that he will propose, but the proposal will not be accepted (presuming that it is you to be proposed to).
Bear in mind that as I do not know the circumstances in which this question is being asked that it is impossible for me to determine which is the most sensible time frame that would be most likely for proposal to occur, it could be years, months, weeks, days or even hours, I just don't know without more information, so I will just give you all the options.
Using real time for timing, then the Moon will perfect it's opposition to Saturn in 14 hours and 34 minutes from the time I drew up the chart, at which time, the time in New York will be 10.49 pm tonight (30th October) making this the first possible timing for proposal.
If I count the amount of degrees and minutes between the Moon and Saturn before opposition occurs, then this could be taken as a symbolic time frame. There are 9 degrees and 28 minutes between the Moon and Saturn, making any if the following time frames, without knowing more as to your circumstances, theoretically possible:
9 years and 28 months - this gives the latest part of November or earliest part of February 2017.
9 months and 28 weeks - this gives about the latest part of February 2007.
9 weeks and 28 days - this gives the earlier part of February 2007.
9 days and 28 hours - this gives the 9th November, 2006 at 9.15 am (NY time).
9 hours and 28 minutes - this gives 10.43 pm, 30th October, 2006 (NY time), which is pretty close to the real time opposition occuring at 10.49 pm over NY.
If none acceptance of the proposal does not seem to make sense to you at this time, then we are probably looking at one of the longer time frames.
If you can give me more detail as to the circumstances of the relationship / some insight into which timframe seems more sensible, I could probably tell you more.
