Outer Planets are never used in horary. They aren't even necessary in natal charts.

No, the Outer Planets aren't used. I know it's confusing because charts are posted with the Outer Planets, but that's only because they don't have the proper software, or don't know how to do their own charts by hand or with Paint or something like that.

No, but the 29° is considered a Critical Degree and it also shows that a Planet is about to change Signs.

Yes. A Planet at its 1st Station, about to Retrograde, and a Planet at its 2nd Station, about to go Direct. Planets at their 1st Station are generally considered negative, but there can be positive things, for example it could mean that you have a chance to correct or fix something, or do it over. Normally, that would have to be in an Angular House, maybe a Cadent House if the Planet was in Rulership or Exalted there and it made an aspect to the Ascendant (that would really only pertain to the 3rd or 9th Houses).
2nd Station is generally viewed as positive.
The Sign is also important. Fixed Signs (Taurus, Leo, Scorpio and Aquarius) are just that, Fixed, which means no change. Moveable Signs (aka Cardinal Signs -- Aries, Cancer, Libra and Capricorn) can show change. Sometimes Common Signs (aka Mutable - Gemini, Virgo, Sagittarius and Pisces) can indicate change but there has to be other things going on as well.
Angular Houses show action, ie potential for change. Succedent Houses show something unchanging. Cadent Houses can show activity and sometimes change, but that depends on the Sign and Ruler (and if any Planets are there).
