Exchange - yes or no?

Will I be chosen to join the exchange project?

Since this is about travelling, the 9th house is important. Cusp 9 is on Libra. Not sure what that means. Jupiter is in H9, that's positive, right?

Ascendant is Capricorn, which is ruled by Saturn. That means the querant (which is me of course) is signified by Saturn. Neptune is in H1.
Cusp 9 is on Libra --> ruler 9 is Venus. Venus is in H7.

Okay, I'm getting really confused now... I have no idea how I should interpret this horary chart. Can anyone please help me?
