Will anything develop with another man I've been seeing?
I've started casually seeing a new man since my recent breakup. Will anything significant develop between us or are the last few dates pretty much the end of it?

I'm confused. You have dated this guy and you like him, but you don't know if you'll see him again?
Before I erect the other chart, i need some more details about the situation from you. I cannot interpret the other chart until I know for sure that it's nott the same question phrased differently.
VOC = Void of course. When the Moon is VOC it means that it will perfect no more major aspects before it leave the sign it is iin. In horary, this placement of the Moon is interpreted "status quo" and "no change in current situation".

Well, the VOC Moon means that thing will stay the way they are. I suppose if you are currently dating, then you'll continue to date for a while.
If you want more insight on the matter, an event chart of your first date with him could help.

In Horary Astrology, in which a person asks a question and then the astrologer draws a chart of that moment in order to find an answer, if the Moon is Void of Course, we generally consider that "nothing will come of the matter".

Yeah, nothing will come of the matter means nothing more than what is already happening will occur. You're already dating the guy. That's as far as it goes according to the VOC Moon in your horary. No more involvement; i.e. only less involvement!
Now let's take a look at the event chart;
I got the ASC at Libra 4:19 and the 5th house cusp at Aquarius 7:50. You are signified by Venus in Taurus in the 8th house (his turned 4th) while he is signified by Saturn in Leo in the 11th house (his turned 7th).
We usually read the event chart in terms of a hypothesis of a question. The event chart should answer a question like "Will we develop a romantic relationship?" Let's see;
Your significator is very strong in terms of essential dignity by being in its own sign. It has major accidental dignity by being in the radix 8th. It is received by Saturn by term and face.
Saturn has major essential debility by being in detriment. It has minor essential dignity by being in its own face. It has major accidental dignity by being in the radix 11th and the turned 7th. It is received by the ruler of the house where it is located, the Sun, by sign.
Venus and Saturn do not behold one another by any major aspect, and there's in no translation of collection of light between them.
The Moon, a co-significator of you and the question, is separating from a partile opposition to Lilith in the 12th house (yikes!). The last lunar aspect before the Moon changes signs is a square with the Sun, the dispositor of Saturn and ruler of the guy's turned 7th house.
The Moon was waning that day and was less than 24 hours away from the last quarter.
This chart was not good for starting anything with a waning Moon. From the various placements, dignities and receptions; it looks like this guy is only dating you to get over someone or make someone else jealous. But the fact of the matter is, he is still interested in her and she is still cares about him. A clash will probably happen between you and him because of that issue. You will not get devastated though. You'll get over it pretty quick.
With the opposition of Lilith and the Moon in their respective houses, I wouldn't be surprised if it turned out that there was some lying or concealing of some truth in this whole thing between you and him.
I know that what I said is quite discouraging, but the bright side of it is that I've just started doing event astrology and I might be wrong some where.

between 11:30-12 midnight, so I would say 11:45 or 11:50 pm?

This chart was a first time for what? Date? Kiss?
I erected the charts for both 11:30 pm and 12:00 am. The difference wasn't too big, so I'll work comfortably with the chart cast for the time in the middle 11:45 pm.
Libra rises, which is good for an event chart of a relationship starter. However, the Moon is in detriment in Capricorn. Capricorn is associated with repressing emotions and feeling guilty. The Moon in Capricorn overlooks emotions for what's practical or with more material benefit.
Moreover, the Moon was waning; never a good thing to for an event chart to start something.
Venus, your significator doesn't behold Saturn (ruler of 5th) or Mars (ruler of 7th) by any major aspects, with no collection or translation of light either.
Juno, a modern significator of a suitable partner is in partile conjunction with Neptune.
The last lunar aspect in this sign is an opposition to Saturn (5th ruler) and then to Chiron, a modern significator of pain.
No, the chart looks like a no answer to a question like "with romance or a committed relationship develop?" It adds that an illusion of "soul mate" will be present, but break-up will occur before any serious commitment could take place causing much pain.
I know that it's easy to read the chart when you already know what has happened, but actually this chart is quite clear. Thanks for the practice!

Hmmm feels pretty accurate - we had a relationship for 1.5 yr (not sure if that is considered significant or not). I suppose my question would have been "will this develop into a long term relationship"

The first event that you consider the beginning point of the relationship is what matters. Obviously, because you picked the first meeting without knowing that, it's the first meeting that counts in your case.

OK.
Aquarius rises. Aquarius is associated with friendship, not romance. The rising sign of the event chart should describe the matter at hand. Aquarius is not a good indicator of a love affair. It's also an intellectual sign, not even sensual or passionate.
The ASC is quite early at 1:33. I don't know if that means anything in an event, but in horary it means that the matter is premature.
You are signified by Saturn in Leo in 7th house. Saturn in detriment is major essential debility, not to mention that it's also peregrine. It has some accidental dignity by being in the 7th house. It's disposited by the Sun, the ruler of the house where it is located.
Neptune Rx and Chiron Rx in the 1st house show pain and illusions.
These placements show that you in an essentially bad place in your life and that this date is a chance for a way out.
The guy is ruled by the 5th house and is, thus, signified by Mercury Rx. Mercury is an accidental malefic in this chart as it is in retrograde motion. It is essentially peregrine by accidentally dignified in the turned chart by being in the turned 2nd. In your chart, it's accidentally debilitated by being in the 6th. It's anti-received by Saturn by fall.
Looks like that guy was in a similar situation, although not as interested in a relationship as you. He probably had other things on his mind and was suffering from a recurring problem. The anti-reception shows that you won't like "his colour" so to speak. Maybe you two are not compatible personalities.
The significators do not behold one another in any way.
The Moon is in Leo. Leo is the sign of romance alright, but the Moon is separating from a partile conjunction with your significator. The final lunar aspect is a trine with Pluto Rx in the 11th house. For your bad luck, the Moon was in its final hours of waning in last quarter. Less than one and a half hour later, it would have been a waxing Moon.
A lot fixed signs and Aquarius/11th house emphasis. I think that although things may start as a romance, you'll wind up as friends, The fixed signs shows durability. Maybe it'll take long to figure out that friendship is better or maybe you'll be friends for a long time. I don't know. But the chart is not a very good one for a first date.
