Secondary Progression Questions
1) - Is the secondary set up for the place of birth or the present residence?
2) - If the place of birth location was on standard time , but is now on
daylight saving time, what do you use?
3) - On a bi-wheel secondary chart, which chart goes in the center?

Hello Sternleser. Do you use a computer programm or maybe Astro.com where you can do all these charts for free (extended chart selection)?.
To answer your first question. Yes, for Secondary Progressions always use Birthplace
(only for Solar Return charts you use the place where you will spend most of your time in that year which can be the birth location or anywhere else you are living.
Question nr.2. I dont think anything changes. When you were born in a timezone without Daylight saving time, then by progression, your planets positions will be calculated from the birthchart, so I suppose that according to which time zone you were in when you were born, it will remain the same by progression.
Question 3: The birthchart always goes in the center so that you can see where the progressed planets or the transits fall (in which houses) in the birthchart and which planets in the birthchart are being aspected by transiting or progressed planets.
Astro.com does it all automatically. You have a dropdown menu in the extended chart selections and will find there all the different chart types. Choose "natal and progressed" for instance and it will be done. You do not have to change the current location, just use "birthplace". Only with Solar return charts, first change the location, then go back to the page and continue putting in what you want. You can also reduce the orbs (Astro.com uses orbs which most find far too wide). I use 80-85%.

A) - If you are born New York and you (parents) shifted to San Francisco 15 days after birth, progressed chart after 15th year will be with reference to San Francisco.
I have this type of movement and need to do this adjustment.

no you don't --As Star already explained your natal chart is ultimately the most important
Unless you are quite experienced in astrology I would advise against using a 'relocated chart'
Your natal chart is like a photograph as unique as your fingerprint, BUT the 10planets in the sky have not stayed where they were in your natal chart, they have all moved. Predictive astrology is mostly maths where those 10planets are now and the mathematical aspects they make to your natal charts ie: 180'=opposition, 90'=square, 60'=sextile and 120'=trine.
So your personality, grows, develops, changes, matures as we get older, this is reflected by your sun sign changing from it's natal position to the next sign along, so does your Asc and MC sign change. In fact from sun to mars espec are important, as the outer planets really don't move much, using a 'day for a year' secondary progressions.

The most important of progressed planets is of course, sun & moon and then upto mars, as the outer planets hardly move by progression. Now like with transits, solar arcs --- it's what these progressed planets are doing NOW by mathematical aspect to your natal planets and Angles that is ultimately important.
