I think it is an optical illusion that the Moon looks bigger on the horizon. The sight of it is in its way awesome, that's for sure. Pulling down the Moon...
Yet, illusions or not......it dies seem that when any planet is close to the horizon and therefore rising or setting, that its power is magnified.
That does seem to be how Gauquelin's Mars effect works too, where planets rising seem to be so emphasised in the character (where not cluminating). Mike Harding has some interesting ideas to quote on research about this mere effect in Hymns to the Ancient Gods.
There was someone who based a theory here that the actual light coming from the rising planets was what allowed these to be som powerful in the lives of natives who have these planets rising, though it does seem a little less credible from that point of view when consiering that Saturn for example is not easliy seen thropugh he naked eye, whereas the Moon there looks enormous.....
