The above quote says quite a bit to me as regards adoption of children, but there are also other configurations in this connection that I will mention below.
The eleventh house is connected with adopted/step/foster children, and Jupiter in there would clarify the need to grow and expand through this action. This Jupiter of the 11th also aspects both the native's lights showing that this urge is ingrained in this native's personality, more so as the Moon sits in her first. Also, the 11th house indicates, besides society and friends, brotherhood and humanity, so the native might 'hope' (also 11th-house matter) to do, in this way (esp as she has adopted kids with special needs), her bit for humanity (in comparison to most of us, who only brag about such things) and, through that, grow spiritually (both a Jup and Nep theme).
Neptune in the 5th has an inspirational influence in this area of life (arts, also children) and is also connected with adoption. Neptune here could make the native very sentimental, compassionate and selflessly giving towards children.
