If you mean 2' as 0°2', then most definitely it is in the 1st house still. 2°? Still in first house. Give the house cusp a 5° orb. A planet in the twelfth, but in orb of the first house cusp is then, still really in the first house yet also carrying its virtue to the twelfth.
If it is conjunct the ascendant, it's also ``in" the first house.
You shouldn't really consider a planet co-significator of the querent if it is in the first house, however.
